A plugin is installed from a marketplace or repository and then loaded by the agent. Because it can include hooks that run on agent events and servers that start as local processes, an installed plugin has the reach of its author, not just the reach of the instructions it displays. Reviewing a plugin therefore means listing everything it bundles, and trusting a particular reviewed version means pinning and verifying it.
