Policy Baseline and Override

An organization-wide floor of rules, plus stricter additions for particular people or teams that can never loosen the floor.
In more detail
The baseline sets the minimum restrictions for everyone. An override can add restrictions or choose a stricter mode for a member or team, but removing an override simply returns that person to the baseline. This lets sensitive teams go higher while nobody quietly goes lower.
