The set of versions an advisory says contain a flaw, such as at least 0.7.3 and less than 0.31.0.

Advisories pair the affected range with a fixed version. If your version is inside the range you are affected, and the safe move is to reach the fixed release on your line or later. A match to a range shows exposure on paper; whether the flawed code is reachable in your use is a separate question.
