A structured request from a model to run a specific tool with specific arguments, such as running a shell command or reading a file.
In more detail
The model does not run anything itself: it emits a tool call and the surrounding application executes it. That boundary is where security belongs. Every call can be checked against policy, logged and approved or blocked before it takes effect, which is how monitoring for agents works.
